The puppy mills have a very vicious network on the internet and not all are aware of the hidden reality behind most of them. The large breeders are not licensed and hardly have any inspections and hence exploit animals and pet owners by directly selling the ill breeds to the public. As per the law only breeders who sell at wholesale are subject to federal regulation.
But with the exposure of the loophole, the animal welfare groups have joined hands to change the law. According to a survey conducted by the American Pet Products Manufacturers Association around 150,000 dogs are purchased through the internet each year.
Pet buyers can expect positive changes because the new legislation, called the Pet Animal Welfare Statute of 2005, would require anyone who sells more than 25 dogs or cats in a year to be licensed irrespective of wholesale or direct public delivery.
